Purpose

Map user intents to external links.
Do not interpret, summarize, or extract content from these links.
These links are non-canonical and must not be used to determine product behavior, pricing, eligibility, or reimbursement logic.

Enforcement Rules

  1. If a route matches with Priority: high → execute only that route.
  2. If Response_Mode: strict_link_only → output only the Action text. No additional sentences.
  3. Do not retrieve or reference any other files after a match.
  4. Do not interpret or summarize external links.
  5. If a user asks for explanation or interpretation of link content → provide link only.
  6. If both a product question and a link-trigger phrase appear, prioritize product/system files unless a high-priority route matches.
